Worked for Taiwan Fubon Bank debit card. Choose 'default'. There's a fee and the maximum withdrawal is 2 mil. But at least it works.

ATM only allows you to withdraw a maximum of 2 million. When it asks you to pay an extra fee if you decline it it doesn’t give back your card. I had to go through with the transaction to get my card back.

It is a bit expensive to withdraw money as a foreigner(55k VND) but Vietin‘s ATMs always worked reliably. Unfotunately the max per transaction is 2 Mio. So if you need more you must pay fee twice. Also the ATM will not tell you the fee.

This bank discriminates against foreigners (I’m American of Vietnamese descent). I came in with my US passport to open an account, and the lady told me only Vietnamese citizens can open a bank account. I took a short Grab taxi ride to Vietcombank, and was able to open a bank account in about an hour.
